Contracted means a signed contract or later. The SME share is measured against the EU definition, over the organisations whose size is recorded.

SMEs test at a discount.
Under the EU's General Block Exemption Regulation (GBER) and de-minimis rules, SMEs receive significant reductions on service pricing — or, depending on the call, services free of charge during the funded project lifetime. Larger companies are charged at a transparent per-node rate. The exact price for your case is calculated when you request a service provision.
